This will be because SIMS-Sync cannot connect with your installation of SIMS .net where it pulls the LA and DCSF numbers from. To fix this you will need to check the sims.ini file to ensure it is pointing at the correct location.
Locate your SIMS .net shortcut on the desktop. Right click and select Properties:
Navigate to the Shortcut tab and make a note of the Start in Location.
Open a new File Window and Navigate to C:\Windows and locate the sims.ini file
Right click on the file and select Open/Edit.
Ensure the SIMSDotNetLocation matches the Start in Location for the SIMS .net shortcut above.
If these locations do not match, please change the sims.ini file to reflect the SIMS .net shortcut Start in Location.
